Founded in 1933, The Council of State Governments is the nation’s only organization serving all three branches of state government. About The CSG Center of Innovation

The CSG Center of Innovation is a national initiative launched in July 2018 to enhance CSG’s efforts to engage, inform and empower state officials through externally funded initiatives. The center leverages CSG’s considerable convening power and its demonstrated success in providing outreach and technical assistance to the states to acquire external funding for projects focused on CSG member priorities. The CSG Center of Innovation provides a convenient and effective platform to collaborate with these valued partners and leverage those partnerships to secure funding for joint initiatives. Rather than a think tank, the CSG Center of Innovation is a practical resource for state officials in all three branches of government. We offer:

  • Objective, In-Depth Analysis of data and policy best practices to facilitate a better understanding of existing and developing issues and assess available and potential solutions.
  • Connections among policy leaders, federal and non-profit partners, and subject-matter experts to exchange insights and build partnerships.
  • Technical and Consulting Assistance to enable policy leaders to develop and implement forward-thinking solutions adapted to state and regional conditions and ambitions to improve the lives of people and the strength of communities and states.
  • An Inclusive Policy Portfolio that supports diverse populations and policy concerns.

Long-Term Care Workforce Policy at CSG

CSG partnered with the Commonwealth Fund in 2022 to convene an interbranch task force of state policymakers representing Arizona, Georgia, Hawaii, Indiana, Minnesota, New York, Pennsylvania and Virginia. Each state was represented on the task force by at least one state legislator and at least one executive branch official. The full task force convened eight times to consider three focus areas within long-term care:

  • State Regulation of Long-Term Services and Supports Facilities.
  • Optimizing American Rescue Plan Act Spending on Home- and Community-Based Services.
  • Revitalizing the Direct Care Workforce and Supporting Family Caregivers.

The current project, also supported by the Commonwealth Fund, focuses on the long-term care workforce and includes:

  • The CSG National Long-Term Care Workforce Network, a nationwide expansion of the 2022 task force. The Network convened monthly through November 2023, highlighting such topics as the work of the Moving Forward Nursing Home Quality Coalition, the dementia care workforce, the nursing home clinician workforce, the home care workforce, and how states are building and expanding career pathways for those in long-term care.   • The National Online Resource Center (this website).
  • Technical assistance opportunities, where CSG will work with partners to offer in-depth, on-site assistance to state policymakers and their staff in developing action plans to address long-term care workforce needs.
