States have <a href=\"https:\/\/www.chcs.org\/media\/Making-the-Invisible-Visible-State-Strategies-for-Identifying-and-Reaching-Family-Caregivers_060122.pdf\">started to adopt<\/a> strategies that can help policymakers understand the population of caregivers.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-29baa73 elementor-widget elementor-widget-text-editor\" data-id=\"29baa73\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li style=\"list-style-type: none;\"><ul><li><a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2022\/legislation\/H0687\/\"><strong>Idaho <\/strong>created<\/a> new, ongoing funding to the Commission on Aging, which will provide direct support to individuals living with dementia and their family caregivers by launching two pilot programs and placing three navigators in the Area Agencies on Aging throughout the state to assist families impacted by dementia in locating resources and accessing services.<\/li><li><a href=\"https:\/\/malegislature.gov\/Bills\/192\/H5050\"><strong>Massachusetts<\/strong>\u2019 state budget appropriated<\/a> $100,000 to expand access to the evidence-based Dementia Care Coordination program, which works to reduce hospitalizations, emergency department visits and delay long-term care placements by providing integrated care planning for families with the help of participating health care providers.<p>The <strong>New York<\/strong> State Office for the Aging <a href=\"https:\/\/aging.ny.gov\/help-working-caregivers\">partnered with<\/a> other state agencies to survey businesses and their employees to identify family caregivers in the workforce. The agency also distributed <a href=\"https:\/\/aging.ny.gov\/system\/files\/documents\/2022\/07\/caregivers-in-workplace-guide-2022.pdf\">a caregiver guide to employers<\/a> to help family caregivers find resources.<\/p><p>The <strong>Iowa<\/strong> Department of Aging partnered with Area Agencies on Aging offices on a<a href=\"https:\/\/iowaaging.gov\/sites\/default\/files\/library-documents\/Family%20Caregiver%20Assessment%20and%20Strain%20Index%202.pdf\"> family caregiving assessment.<\/a><\/p><p>States have also moved forward with programs to assist caregivers in meeting fiscal challenges. Many adopted <a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/disaster-response-toolkit\/home-community-based-services-public-health-emergencies\/emergency-preparedness-and-response-for-home-and-community-based-hcbs-1915c-waivers\/index.html\">Appendix K amendments<\/a> during the public health emergency that allowed them <a href=\"https:\/\/www.kff.org\/coronavirus-covid-19\/issue-brief\/medicaid-emergency-authority-tracker-approved-state-actions-to-address-covid-19\/#Table5\">to provide assistance<\/a>. States have <a href=\"https:\/\/www.nashp.org\/family-caregiver-services-and-supports\/#toggle-id-4\">additional flexibility<\/a> through Medicaid waivers to provide education, training and counseling to family caregivers. For example, <a href=\"https:\/\/www.medicaid.gov\/medicaid\/section-1115-demo\/demonstration-and-waiver-list\/81411\"><strong>Georgia<\/strong>\u2019s 1915(c) waiver<\/a> provides targeted supports to unpaid caregivers who live with a Medicaid beneficiary, including training, care coordination and a per diem stipend. The family caregiver can receive a minimum of eight hours of training each year and support from other care team members. <a href=\"https:\/\/nashp.org\/family-caregiver-services-and-supports\/#toggle-id-4\">Seventeen states proposed<\/a> to use some portion of their rescue plan funding on training and education, while seven states proposed direct payments to family caregivers.<\/p><p><a href=\"https:\/\/www.nashp.org\/map-arpa-initial-plan-proposed-supports-for-family-caregivers\/\">States have implemented<\/a> caregiver supports in state rescue plan spending in other ways.<\/p><ul><li><strong>Connecticut<\/strong> <a href=\"https:\/\/portal.ct.gov\/-\/media\/Departments-and-Agencies\/DSS\/Press-Releases\/2021\/State-of-Connecticut-ARPA-Spending-Plan-2021-FINAL-71221.pdf\">incorporated supports for caregivers<\/a> of those with Alzheimer\u2019s disease and related types of dementia into permanent initiatives.<\/li><li>An <strong>Indiana<\/strong> <a href=\"https:\/\/www.medicaid.gov\/media\/file\/medicaid-hcbs-fmap-spending0.pdf\">caregiver support grant<\/a> for technology is designed to <a href=\"https:\/\/www.in.gov\/fssa\/da\/older-americans-act-family-caregiver-support\/\">reduce caregiver loneliness<\/a> and fund a gap analysis of family caregiving services.<\/li><\/ul><p>Another source of federal funds for caregiver supports is the <a href=\"https:\/\/acl.gov\/programs\/support-caregivers\/lifespan-respite-care-program\">Lifespan Respite Care Program<\/a>. Funded programs provide accessible, community-based short-term relief services for family caregivers of children and adults with special needs. In 2021, <strong>Arkansas<\/strong> began awarding <a href=\"https:\/\/humanservices.arkansas.gov\/divisions-shared-services\/provider-services-quality-assurance\/arkansas-lifespan-respite\/caregiver-resources\/\">sub-grants to respite organizations<\/a> for specialized respite programs, activities and events.<\/p><p><a href=\"https:\/\/www.nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Additional examples<\/a> of state strategies designed to improve the financial and workplace security of family caregivers.<\/p><\/li><\/ul><\/li><li>Other enacted state policies include:<ul><li>Enhancing family leave requirements (<a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">New Jersey<\/a> and <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Washington)<\/a>.<\/li><li>Establishing tax credits for caregiving expenses (<a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Nebraska<\/a>, <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Oklahoma<\/a> and <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Oregon<\/a>).<\/li><li>Establishing protections against workplace discrimination based on family responsibilities (<a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Delaware<\/a> and the <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">District of Columbia<\/a>).<\/li><li>Including family caregiving in unemployment insurance eligibility (<a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Alaska<\/a> and <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">South Carolina<\/a>).<\/li><li>Exploring options for long-term services and supports beyond Medicaid (such as <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Washington<\/a>\u2019s Long-Term Care Trust Act).<\/li><li>Promoting financial education and planning for family caregivers (<a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">Georgia<\/a> and <a href=\"https:\/\/nashp.org\/financial-and-workplace-security-for-family-caregivers\/#toggle-id-8\">New York<\/a>)<\/li><\/ul><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section The state also <a href=\"https:\/\/legislature.maine.gov\/LawMakerWeb\/summary.asp?ID=280080659\">established a stakeholder group<\/a> to ensure Medicaid determinations for long-term care and home and community-based services include the perspective of family caregivers.<\/p><p><strong>Nevada <\/strong><a href=\"https:\/\/www.leg.state.nv.us\/App\/NELIS\/REL\/82nd2023\/Bill\/9922\/Text\">required the Department of Health and Human Services<\/a> to apply for a home and community-based waiver to provide full-time structured family caregiving services for individuals living with dementia, including case management, personal care, personal assistance, homemaker services, and other health-related services.<\/p><p><strong>New York<\/strong> <a href=\"https:\/\/nyassembly.gov\/leg\/?default_fld=&amp;leg_video=&amp;bn=A03003&amp;term=2023&amp;Summary=Y&amp;Actions=Y&amp;Committee%26nbspVotes=Y&amp;Floor%26nbspVotes=Y&amp;Memo=Y&amp;LFIN=Y&amp;Chamber%26nbspVideo%2FTranscript=Y\">appropriated $25,125,000<\/a> for the state&#8217;s Alzheimer&#8217;s Disease Caregiver Support Initiative. The funding, which includes a $125,000 increase over the prior year, supports programs and services for caregivers of people living with dementia, including additional respite care.<\/p><p><strong>North Dakota<\/strong> <a href=\"https:\/\/ndlegis.gov\/assembly\/68-2023\/regular\/bill-overview\/bo2012.html\">increased funding<\/a> for Dementia Care Services Program grants by 25%, to provide a total of $1.6 million over the biennium. The Dementia Care Services Program provides professional and public dementia education, physician outreach, and care consultations to people living with dementia and their caregivers.<\/p><p><strong>Oregon<\/strong> <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2023R1\/Measures\/Overview\/HB5047\">appropriated<\/a> $35.1 million in state funds for the Oregon Project Independence and Family Caregiver Assistance Programs to provide enhanced home and community-based services to Medicaid beneficiaries with dementia and other eligible individuals.<\/p><p><strong>Tennessee<\/strong> <a href=\"https:\/\/wapp.capitol.tn.gov\/apps\/BillInfo\/Default.aspx?BillNumber=HB1545&amp;ga=113\">codified modifications<\/a> to the Alzheimer\u2019s respite care program by removing the requirement that an individual must have an Alzheimer&#8217;s diagnosis to qualify for the respite care program and allows individuals who are experiencing symptoms of Alzheimer&#8217;s and other dementia to qualify. <a href=\"https:\/\/wapp.capitol.tn.gov\/apps\/BillInfo\/Default.aspx?BillNumber=SB2897&amp;ga=112\">Lawmakers appropriated<\/a> $1 million to fund the second year of the Colonel Thomas G.
