Policymakers can look to state agencies and various professional organizations that collect workforce data.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-29baa73 elementor-widget elementor-widget-text-editor\" data-id=\"29baa73\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li><strong>California<\/strong>\u2019s <a href=\"https:\/\/letsgethealthy.ca.gov\/mpa-data-dashboard-for-aging\/#:~:text=California's%20over%2D60%20population%20is,a%20Master%20Plan%20for%20Aging.\">Data Dashboard on Aging<\/a> tracks the number of direct care workers by type and tracks licensed workers per 1,000 older adults by county.<\/li><li>A 2017 <strong>Massachusetts <\/strong>law requires the creation of a <a href=\"https:\/\/www.mass.gov\/service-details\/home-care-worker-registry#:~:text=The%20Massachusetts%20Home%20Care%20Worker,(EOEA)%20manages%20the%20registry.\">public registry for home care workers<\/a> in its State Home Care Program. The registry verifies the type of training received and credentials earned.<\/li><li><strong>Texas<\/strong> <a href=\"https:\/\/texreg.sos.state.tx.us\/public\/readtac$ext.TacPage?sl=R&amp;app=9&amp;p_dir=&amp;p_rloc=&amp;p_tloc=&amp;p_ploc=&amp;pg=1&amp;p_tac=&amp;ti=1&amp;pt=15&amp;ch=355&amp;rl=722\">requires reports<\/a> on the size, stability and compensation of the direct care workforce from long-term services and supports providers.<\/li><li><strong>Utah<\/strong>\u2019s <a href=\"https:\/\/www.medicaid.gov\/media\/file\/ut-american-rescue-plan-initial-spending.pdf\">American Rescue Plan Act spending plan<\/a> includes $500,000 for a study to evaluate and recommend ways to address the direct services workforce shortage and to support one-time projects based on the study.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section data from validated sources, including the U.S. census, to inform deliverables related to identification of core programs and services to be provided to older adults and family caregivers as well as the development of regulations related to area agencies on aging.<\/p><p><a href=\"https:\/\/legiscan.com\/CT\/text\/HB05503\/id\/3001561\">Legislation in <strong>Connecticut<\/strong><\/a> in 2024 authorized a study of workforce shortages, workforce development and training availability, including an analysis of the effects of those things on commercial activity in the state.<\/p><p><strong>Hawaii <\/strong>lawmakers directed the Legislative Reference Bureau to <a href=\"https:\/\/www.capitol.hawaii.gov\/session\/archives\/measure_indiv_Archives.aspx?billtype=HCR&amp;billnumber=187&amp;year=2024\">conduct a study<\/a> on best practices for nurse staffing in health care facilities, which shall assess and discuss existing nursing staffing standards and regulations in other states, as well as a literature review of best practices for staffing and workforce development and successful efforts.<\/p><p><strong>Illinois<\/strong> legislation creating a <a href=\"https:\/\/ilga.gov\/legislation\/publicacts\/fulltext.asp?Name=103-0898\">Certified Medication Aide Program<\/a> run by the Department of Public Health requires a report regarding patient safety, efficiency and errors no later than one year after the full implementation of the href=\"https:\/\/www.cms.gov\/newsroom\/fact-sheets\/ensuring-access-medicaid-services-final-rule-cms-2442-f\">Ensuring Access to Medicaid Services Final Rule<\/a>\u201d and report to designated committees of the General Assembly within 180 days of its release, detailing the department\u2019s plans or steps to implement the rule.<\/p><p><strong>Michigan<\/strong>\u2019s legislation creating a <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2023-2024\/publicact\/htm\/2024-PA-0144.htm\">home help caregiver council<\/a> allows for the collection of statewide information and data related to the home help caregiver workforce, including, but not limited to:<\/p><ul><li>Individual home help caregiver pay<\/li><li>Retention and turnover rates<\/li><li>Individual home help recommendations to prepare the health care workforce to meet the rising need for dementia care.<\/p><p><strong>Arizona<\/strong>\u2019s <a href=\"https:\/\/www.azahcccs.gov\/AHCCCS\/Downloads\/Initiatives\/ARPA\/AHCCCS_ARPA_HCBS_SpendingPlan.pdf\">ARPA spending plan <\/a>proposed an investment in the Workforce Data Reporting System that will help state agencies monitor trends affecting recruitment and retention in the health care workforce.<\/p><p><strong>Minnesota<\/strong> <a href=\"https:\/\/www.revisor.mn.gov\/bills\/bill.php?b=Senate&amp;f=SF3035&amp;ssn=0&amp;y=2023\">established the Nursing Home Workforce Standards Board<\/a>, created to conduct investigations into working conditions in the nursing home industry and adopt rules establishing minimum employment standards reasonably necessary to protect the health and welfare of nursing home workers.<\/p><p><strong>Minnesota <\/strong><a href=\"https:\/\/www.revisor.mn.gov\/bills\/bill.php?b=Senate&amp;f=SF1384&amp;ssn=0&amp;y=2023\">required the commissioner of health<\/a> to publish a report on the current status of the nursing workforce, established rules to reduce violence against health care workers such as: annual incident response action plans, training for health care workers on safety during acts of violence, and official procedures allowing health care workers to request additional staffing to reduce risks of violence in hospitals.<\/p><p><strong>New Jersey<\/strong> <a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2022\/S1033\">established the Alzheimer\u2019s and Dementia Care Long-Term Advisory Commission<\/a>, which will report about the state&#8217;s long-term care facilities capacity and evaluate the sufficiency of the State\u2019s dementia care workforce, including: identifying current and future workforce needs, anticipating future workforce shortages, and developing innovative strategies to encourage and increase the recruitment and retention of health care.<\/p><p><strong>Oregon <\/strong><a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2023R1\/Measures\/Overview\/HB3306\">required health care providers<\/a> to annually report to OR Health Authority the aggregate amount of compensation paid to frontline workers as wages, benefits, salaries, bonuses and incentive payments.<\/p><p><strong>Pennsylvania <\/strong><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billinfo\/billinfo.cfm?syear=2023&amp;sind=0&amp;body=H&amp;type=R&amp;bn=165\">directed<\/a> the Legislative Budget and Finance Committee to conduct a study on the effect of workforce shortages on State-supported Medicaid home and community-based services waiver programs and the Pennsylvania Lottery-funded area agency on aging programs and Act 150 services in this Commonwealth.<\/p><p><strong>Wisconsin <\/strong>On behalf of the state, University of Wisconsin-Green Bay (UW-GB) collects demographic information (including education, age, race, and gender) and tracks the number of individuals who complete the Certified Direct Care Professional (CDCP) program, as well as the number of CDCPs who are employed by a home and community-based (HCBS) entity. Wisconsin Department of Health Services has an interagency agreement with the University of Wisconsin-Milwaukee to conduct an evaluation of WisCaregiver Careers and the Certified Direct Care Professional program.
