The Fiscal Forecast

After a year of countless fiscal unknowns and adjusted revenue projections, legislative leaders continue to assess current and projected fiscal conditions in 2021. The discussion will serve as an opportunity to connect with state budget and economic experts as state leaders search for solutions while constructing annual and biannual budgets amidst the pandemic.

Speakers

Patricia Buckley, Managing Director for Economics, Deloitte

Patricia started at Deloitte in September 2012 and serves as the leader of the US firm’s economic team.

She regularly briefs members of Deloitte’s executive leadership team on changes to the US economic outlook and is responsible for producing a series of economic reports tailored to the business audience, including “Issues by the Numbers,” a data-driven examination of important economic policy issues. Additionally, she partners with various practice areas to produce topical eminence and is a frequent speaker at Deloitte events discussing current economic policy and trends.     

Previously, Patricia served as the Senior Economic Policy Advisor to four Secretaries of Commerce where she provided regular briefings to the Secretary in preparation for Cabinet meetings, press interviews, and discussions with business and foreign leaders.  While at Commerce, she served as policy point person for several key strategic initiatives related to maintaining U.S. competitiveness, revitalizing the manufacturing sector, and reforming the country’s immigration system.  She also served as executive director to the Secretary’s Advisory Committee on “Measuring Innovation in the 21st Century.” Earlier in her career, Patricia was an economist at the Manufacturers Alliance, a policy research organization, and the Joint Economic Committee of Congress.

Patricia has a Ph.D. in Economics from Georgetown University and a B.S. degree in Economics from Clemson University.

Shelby Kerns, Executive Director, National Association of State Budget Officers

Shelby Kerns is the Executive Director of the National Association of State Budget Officers (NASBO) in Washington, D.C.  She joined NASBO in March 2020.

Founded in 1945, NASBO serves as the professional organization for all state budget officers of the fifty states and U.S. territories.  NASBO collects data and publishes numerous reports on state fiscal conditions and organizes meetings and training for budget and finance officials. 

Prior to coming to NASBO, Kerns served as Deputy Director at the Idaho Department of Labor, having previously worked in the Idaho Division of Financial Management from 2009-2019. In her prior position as Budget Bureau Chief, she led staff in developing, presenting, and advocating for the Governor’s Executive Budget. As a past member of NASBO, Kerns served for two years on the association’s Executive Committee.

Earlier in her career, Kerns was executive director of the Idaho Rural Partnership, program director at the Idaho Association of REALTORS®, and assistant executive director of the Idaho Wool Growers Association.

Kerns received a master’s degree in business administration from Northwest Nazarene University and a bachelor’s degree in political science from the University of Idaho.
