Presented by the CSG Healthy States National Task Force

Beginning with an exclusive deep dive on the role that telehealth has played through the COVID-19 pandemic and efforts to expand access to it, join the CSG Healthy States National Task Force for the unveiling of its best health care policy practices, the result of a two-year collaboration with state leaders for discussion and analysis. Health care issues identified by each of the task force’s four subcommittees include data and technology, investments and returns, behavioral health, community resiliency and more. In addition, this session will highlight states and showcase trends in these areas across the nation as experts and task force members detail what it meant and what it will mean to be a healthy state in 2020 and beyond.

Speakers:

Joe Schapiro (D-New Hampshire)

Joe Schapiro was just reelected to his second term in the New Hampshire House of Representatives where he serves on the Health, Human Services, and Elderly Affairs Committee. During his first term he was actively involved in efforts to increase access to telemedicine services and to implement dental benefits for adult Medicaid recipients. Until he retired one year ago, Rep. Schapiro was a Social Worker, working as a clinician and administrator in the mental health field. He has practiced in inpatient, community mental health, educational, and private practice settings working with children, adults, and families. Currently, he serves on the board of Monadnock Family Services, the local designated community mental health center.

Eric W Liston

Eric Liston is the Administrator for Connect Services at Intermountain Healthcare. In this role Eric oversees TeleHealth services including both direct to consumer and provider to provider virtual healthcare services. His management portfolio also includes; Provider Support Services, Life Flight and the Transfer Center. Eric has specific responsibility over strategic, operational and financial leadership for each of these business units in the Intermountain system. He has worked in healthcare leadership for Intermountain Healthcare for more than 15 years. During his tenure Eric has had leadership roles in surgical services, home care, supply chain, revenue cycle, laboratory and operations for one of the largest geographic regions of Intermountain’s Medical Group. He has demonstrated success in process improvement, problem solving, physician relations and leadership. Eric earned a master’s degree in management with an emphasis in health service administration from Troy University. As a married father of 4 children, Eric spends much of his free time watching and coaching his kids in various sports and activities. Eric also enjoys cycling, hiking and riding horses in the beautiful Utah landscapes. A native of Orem, Utah, Eric is actively involved with his local community, schools, and church.

Kyle Zebley

Kyle Zebley is Director of Public Policy at ATA, working with and on behalf of ATA members and like-minded organizations to eliminate barriers to the expansion of telehealth and ensure patients, providers, and payers can realize the benefits of virtual care. Previously, Kyle was the Chief of Staff in the Office of Global Affairs (OGA) at the U.S. Department of Health and Human Services (HHS). Kyle collaborated with senior leadership from HHS, the White House and other cabinet departments to develop, advise, and promote U.S. global health policy, including in such policy areas as drug pricing, global health security, and non-communicable diseases. Prior to HHS, Kyle worked in Congress as a Legislative Director, leading a legislative team in developing policy and drafting legislation, particularly on matters concerning the House Committee on Ways and Means, the House Budget Committee and the House Committee on Education and the Workforce.

Stacey Gray, Future of Privacy Forum – Senior Counsel

Stacey Gray, CIPP/US, is a Senior Counsel at the Future of Privacy Forum (FPF) and leads FPF’s engagement on federal and state privacy legislation. This team supports policymaker education around emerging technologies and data-driven business models, and building consensus towards a comprehensive consumer privacy law in the United States.

Prior to leading FPF’s legislative engagement, she spent several years focusing on the privacy implications of data collection in online and mobile advertising, platform regulation, cross-device tracking, Smart Homes, and the Internet of Things. At FPF, she has authored FCC and FTC public filings, and published extensive work related to the intersection of emerging technologies and federal privacy regulation and enforcement. Stacey graduated from the University of Florida in 2010 with a B.S. in Biology and a specialization in biotechnology, and cum laude from Georgetown University Law Center in 2015, during which she worked in privacy-related civil rights litigation as a law clerk for Victor M. Glasberg & Associates, and as a member of the civil rights division of the Institute for Public Representation.

Norman Thurston, Ph.D., National Association of Health Data Organizations – Executive Director

Dr. Thurston has a Masters and Ph.D. in economics from Princeton University, and an undergraduate degree in Spanish and Agribusiness Management from Brigham Young University.  His areas of specialty include insurance markets, health care provider markets, labor markets, and public finance/economics.

Dr. Thurston is currently the executive director at the National Association of Health Data Organizations (NAHDO). NAHDO is a national non-profit membership and educational organization dedicated to improving the collection and use of healthcare data.

Dr. Thurston was a policy analyst and health economist for the Utah Department of Health from 2003 until 2019. From 2013 to 2019 he was the Director of the Office of Health Care Statistics which is responsible for the collection, analysis, and dissemination of data related to health care cost and quality for the State of Utah.  In previous roles he served as policy adviser and executive staff for health system reform efforts in the State of Utah.

Before joining the state, Dr. Thurston worked for eight years as an assistant professor of economics at Brigham Young University.  He has published several articles on health care markets in nationally recognized economics journals.  He is a life-long resident of Utah, growing up in Morgan County.  He has native-level fluency in Spanish and was a Fulbright Scholar teaching economics in Argentina in 2001. He and his wife Maria have three children and two grandchildren.

Dr. Thurston was elected to the Utah House of Representatives in 2014 from District 64 (Provo, Springville).

Janet Orwig, MBA, CAE

Janet Orwig, MBA, CAE in her position with the Association of State and Provincial Psychology Boards (ASPPB) serves as the Associate Executive Officer for Member Services and PSYPACT Executive Director. Janet plays an integral part in the development of new services and programs, securing and managing large government grants and furthering member relations. She is responsible for monitoring state regulatory and legislative actions and overseeing member services for ASPPB including mobility initiatives, the Psychology Interjurisdictional Compact (PSYPACT), the Psychology Licensure Universal System (PLUS), the Disciplinary Data System (DDS), model documents, and the ASPPB website and listservs.  Her 25-year career in association management includes experience in customer service, communications, public relations, advocacy, strategic planning, leadership development and project and program management. Janet earned her Paralegal Certificate and Bachelor’s in Business Administration from Huntingdon College and her MBA from the University of Phoenix. She is a Certified Association Executive.

State Representative Cameron Sexton (R–Crossville)

State Representative Cameron Sexton (R–Crossville) is an 8th generation Tennessean who graduated from the University of Tennessee with a degree in Public Administration. Sexton and his wife Lacey live in Crossville and together, they have three children: Greer, Nathaniel, and Olivia. They are members of Central Baptist Church where Sexton is active in the church’s youth programs. He is employed by One Bank of Tennessee where he works in Business Development and also serves on the bank’s Board of Directors. Sexton is actively involved in community and civic organizations in his district. He has served as a board member on the Friends of Cumberland Mountain State Park, and the Good Samaritan Society. Sexton is also a member of the Crossville Noon Rotary Club, Relay for Life Committee, and the Fairfield Glade Lions Club. Currently, Sexton is in his sixth term serving in the Tennessee General Assembly. His 25th House District includes Cumberland and Van Buren Counties and the City of Monterey in Putnam County. During the 107th General Assembly, Sexton led the fight against the closing of Taft Youth Center. He was elected by the House Republican Caucus to serve as Majority Whip for the 108th General Assembly. While Majority Whip, Sexton returned all Republican House members from the general election, assisted in increasing victory margins in key races, and aided in increasing the Republican majority in the State House. Sexton has also served as chairman of the House Health Committee, and he was appointed by former Speaker Beth Harwell to chair the 3-Star Healthy Task Force. This task force focused on identifying a conservative approach to expand health coverage for Tennesseans, while also being fiscally responsible. This concept has never before been proposed to the federal Centers for Medicare and Medicaid Services. In 2018, Sexton was elected Majority Caucus Chairman for the 111th General Assembly by his fellow Republican colleagues. As Caucus Chairman, Sexton expanded and grew conservative initiatives under the House Republican Majority for the past six years. Most recently, Sexton was chosen by the House Republican Caucus to serve as Speaker for the remainder of the 111th General Assembly. He was sworn in and officially assumed this role on August 23rd, 2019, and was re-elected to continue serving as Speaker of the House on Nov. 24, 2020.
